Highest and Best Use: The Question Most Owners Never Ask

7 min read

A parcel's value is set less by what sits on it today than by what it could responsibly become. How we evaluate the gap.

Ask what a property is worth and you'll get an appraisal. Ask what it could be worth and you're asking the question that actually builds wealth: what is this property's highest and best use?

The four tests

Appraisers formalize the question with four tests. Is a use legally permissible under current zoning — or plausibly permissible with a variance or rezoning? Is it physically possible given the lot's size, shape, topography, and access? Is it financially feasible — do the numbers clear construction costs and risk? And of the feasible uses, which is maximally productive? Most owners never get past the first test, because they assume today's use is the only legal one.

Where the gaps hide

The gap between current use and best use hides in ordinary places. A single-family home on a corner lot zoned for duplexes. A tired retail strip whose land is worth more than its rent roll. Acreage held as "the back field" that a county's new comprehensive plan quietly re-designated. Farmland on the growth path of a metro adding sixty people a day. None of these announce themselves; someone has to go look.

What evaluation actually involves

A serious evaluation reads the zoning ordinance and the future land-use map, walks the site, checks utility capacity and road access, and models two or three development scenarios against current market rents and construction costs. It also respects the limits of the exercise — feasibility, engineering, and entitlement are professional disciplines, and a good strategist knows when to bring in licensed specialists rather than guess.

A parcel's value is set less by what sits on it today than by what it could responsibly become.

If you own land — or a building whose neighborhood has changed around it — the most valuable hour you can spend this year is the one where someone qualified asks: what else could this be?
